Lt. Col. Charles "Bob" Midkiff 

Lt Col Charles “Bob” Midkiff III has been an active Civil Air Patrol member since he joined as a cadet in 1985 at Maryland Wing’s Prince George’s Composite Squadron.  As a cadet he focused on leadership and emergency services, areas in which he continued to serve today.  As Maryland Wing’s vice commander of forces, Lt Col Midkiff guides the groups and squadrons of the wing. 

Lt Col Midkiff has served as commander of the Easton Composite Squadron, group commander of Maryland Wing’s Group 1, and the director of emergency services.   Additionally, he served on the Mid-Atlantic Region cadet programs staff where he utilized his knowledge and experience as a Spaatz cadet (#1155) to staff cadet competitions and teach at Region Cadet Leadership SchoolsAs Maryland Wing’s director of emergency services, he designed and implemented the wing’s Pathfinder program along with the wing’s emergency services training and evaluation program. 

Lt Col Midkiff is a graduate of the Middle East Region Staff College and has served as seminar advisor and curriculum coordinator at the schoolHe has completed Level IV of CAP’s education and training program, earning the Paul Garber Award in 2026He holds master ratings in Cadet Programs and Emergency Services.  He was named the Maryland Wing Senior Member of the Year in 2019, Mid-Atlantic Region Senior Member of the Year in 2020, and 2017 Maryland Wing Staff Officer of the Year. 

Alongside his lifelong Civil Air Patrol volunteer service, Lt Col Midkiff also found time to continue his professional education, earning an Associate of Applied Science in Criminal Justice, two Bachelor’s Degrees – a Bachelor of Arts in History and a Bachelor of Science in Secondary Education/Social Studies, and a Master’s Degree in Curriculum and Instruction 

Lt Col Midkiff is married to 1st Lt Bambi Midkiff and they have two children, 1st Lt Laura Midkiff and cadet Jonathan Midkiff.
